emailed manager of counciltax a very strong letter this morningtold them everything begged once again to take that debt back used the duty of care thing told them id seen a debt being caller back told them if fint get a reply would go higher until someone did i got a reply saying sorry no can donot til the bailiffs pass back the debt soooooooooooo im gonna strip my house tell the bailiffs to come with a van and have it passed back to the council that way when they cant take sod all why does no one want to help you do they no realise will get there money when people can afford the payments

You do not have to do any of this, you simply have to pay the council direct and it is preferable to do this online - they are not allowed to refuse your payments, but you must be careful to make it perfectly clear which liability order the payment is to be put against or it is likely they will simply apply the payment to the current liability.
The council also has a duty to you as a single mother, they cannot simply ignore you and your circumstances and wash their hands of you until such time as the bailiff returns the debt to them - it is the council who pays the bailiffs so the council calls the shots not the other way around.

Totally agree with Amy. As long as you don't let the bailiffs in there is nothing they can do.
If you pay anything, pay it direct to the council using their online facility or automated phone payment facility. Try to maintain a regular payment to them (ideally weekly) so you quickly build up a repayment record with them. Meanwhile keep evidence of all actions by the bailiffs and, once you have established a repayment record, you send the CEO a suitably worded letter asking them to take the debt back. Much more likely to succeed!

Council tax debt is automatically 'taken back' by the council when the bailiffs are disregarded. This is because if they cannot gain entry to a property or frighten the debtor then they have no choice but to return the debt Nulla Bona.
You do not ask a council to take the debt back, you either tell them too or you force their hand.

Doesn't stop you forcing their hand politely though! I know with me when people tell me I have to do something, it gets my back up and makes me look for every reason possible not to comply with them. If they remain polite and ask, even if it is effectively pointing out I don't have a choice, people get a much better reception.
Slight difference of approach, same end result!

thats the thing have been into my property first levyed then i got a letter to say would go through the house and take what they wanted to cover the debt can the only take for part of the debt or do they have to take for the full amount plus is 2 levy s been done with dif companys for dif council tax so what happens there

I would keep paying the council a set amount regularly (every week) and tell the council to take back the debt. If the council won't listen to you then you need to email the CEO of the council with a formal complaint as the council are responsible for the bailiffs and their actions.
