Re: levy fees
I can't make any sense of the fees, which I suspect is what they were trying to achieve.
You need to speak to your council and find out how much you owe in council tax. Have you read the bailiff guide yet? Do you know that you must never, ever let the bailiff in to your house?
Find out first thing Monday morning (from the council not the bailiffs) precisely how much is outstanding and we can take it from there.

One thing is for certain, the bailiff cannot refuse to deal with you until he has taken an inventory. He is using this lie as a ploy to gain peaceful entry to your house. After that he has the right to break in against your will, so do not under any circumstances let the bailiff in.
Maybe you could ask the council (via phone if necessary) what the outstanding balance was at the time they passed it to the bailiffs. If they say they can't tell you, ask them what they would do if you were to send them a Subject Access Request then? Remind them they are vicariously liable with the bailiffs.
Hold fire for Amy again - she'll get you sorted.
