    I had a PCN for from Harrow Council I had paid 60.00 of the fine back in 2009 but paid late so owed 120.00. The council took this to Northampton court who issued a warrant of execution charge 125.00. The first I new of this warrent was a week ago when newlyn put a notice through my door saying I owed 538.34 plus associated costs. The notice says that 'our bailiffs will return without notice with transportation to levy your goods and chattles even in your absence if necessary'. I spoke to the bailiff and asked what the charges were for and he said attendance with a van.. I was not clear and asked him what he meant he just repeated this and went on to say that vans were in the area and my car would be clamped if I did not pay. I phoned newlyns office insisting to know what these charges were for and was told I had had 1 letter and 3 previous attendance in September as recorded on their computer system. I did not have any visits or previous letter from them in September. I made a further call to the bailiff to argue the fees he told me that it was not to do with him but the previous bailiff and he could not answer he went on to make threats that he can enter my property 'there were ways'... 'were builders working at my property'. I decided for now to pay the 125.00 direct to Harow Council and will write asking for a full detailed explanation of the charges from newlyns. any suggestions.

    I think you have done absolutely the right thing, make sure you get something in writing from your council to say this has been paid

    Also you should be prepared because I should not think that Newlyn will give up, so for the time being, be very careful where you park your car.
