    Hi,wondering if any one can help.

    In jan 2008 i bought a car from a dealer,used it for a couple of months then sold it on.Approx 5 months later i received a notice to owner from wandsworth council informing me of 4 parking contraventions.as i live in cornwall 300 miles from there and did'nt own the car i called them and informed them.I then moved from that address and kinda forgot about the whole thing.I've now received letters forwarded from my old address from JBW insisting i pay over £1200.i've phoned them on numerous times to tell them i did'nt own the car at the time however the wont accept that or a letter from the DVLA informing them of that fact.they say they dont want to talk to me about it unless im calling to pay and then hang up.I've been on to the DVLA and they say im not on their records for the car so all i can think is the car dealer gave me the whole log book and did'nt sign it over and then i handed it to the next one.I know i've caused some of these problems by my own stupidity but now im not sure what i can do?

    well if you are not on the DVLA's records for ever having owned the car how did Wandsworth Coucil, and subsequently the bailiffs, find you?

    As for the bailiffs, if you do have a letter from DVLA then I suggest you send them copy with a letter saying "here's proof I didn't own the car, now sod off" but more politely.

        Hi,thanks for getting back to me.The DVLA said they would update their records and send me a conformation letter to say that i owned the car between the dates stated only.surely JBW cant claim not to accept conformation from the DVLA can they?i think the car dealer gave my details from the receipt.thanks

          No they cannot, but are you certain you had the car for "a couple of months" and received the tickets after five months?

          The DVLA providing you with a letter saying you no longer own the vehicle does not prove that you did not own it at the time of the contraventions.

            i traded it for another car on 1/3/08 and the tickets were for july/august.i have the details of the guy i traded with but dont know what to do?im sure he's not going to put his hands up to it.i would have transfered my insurance at the same time but im sure that wont count for much.

              When you called the bailiffs, did you furnish them with your up to date contact details?

              If not, I would be inclined to ignore them, they are merely fishing. They don't care who pays, as long as someone does.

              If they do have your details, then post back and we can advise further.

                i havent however they sent me a txt saying a bailif would be round today so they have my number.they obviously dont know where to find me as i am currently between addresses and staying with friends,using my parents as a postal addrs.they havent been there today.i just didnt want to cause any unnessasary trouble for anyone.thanks for your advice.

                  If you insured the new car (the one you traded for), cancelled your old insurance and notified the DVLA of the Registered Keeper changes, that ought to be enough.

                  I'd write to the council explaining that you were not the owner of the vehicle at the time, send photocopies of DVLA / Insurance changes and give them the address of the other guy.

                  You just have to demonstrate that you wasn't the owner of the vehicle at the time - it will be the other guy's problem to do the same if he gets a notice.

                    And if they don't know where you live they are hardly likely to come round are they? They are using the usual bullying scare tactics. When you getthe letter from the DVLA send it to both the bailiffs and whicever council the bailiffs are acting on behalf of.

                      You need to do the fo0llowing. Jbw are a nasty bunch and to deal with them you need to the following.

                      1. Find out what the pcn numbers are.
                      2. submit These forms te7/9 : http://www.hullcc.gov.uk/pls/portal/...PPLICATION.PDF
                      Ignore the bit about the fees etc.

                      On the te9 you tick I did not recieve the notice to owner/penalty charge notice
                      on the te7 The reason you need to state is: i had moved and did not recieve any correspondance. Also attach a copy of your letter from dvla. you will need to send in 4 lots of these to the address at northampton. You will have to give them a address where they can contact you. If for any reason these are rejected which i am sure jbw will do there utmost to have. Then you will need to file 4X n224 applications to set aside the court officers decision. Each application N244 will cost £70 or if you are on isupport/jsa/ workingt ax credits then will cost you nothing. While the applications are going on all action will be suspended.
                      If you have any sort of problems with bailiffs. I can help you as i am a self proclaimed specialist at dealing with them.
