    During the late 1980's there was court case in America, regarding the fraudaulent use of first and second class post to gain an advantage with the delay in postal delivery times, and this was mainly being used by collection agencys until the markets started to use the same concept to pay of their shareholders and to some extent it still goes on but highly regulated to enforce reasonable execution.
    Well I have a strong suspicion that this may be in play once again in this country only this time it is being used by the agents of the Local Authorities, which gives short windows of time within the collection of unpaid debt appeals if begun on a Friday to push up the charge of collection.
    Once you have received a Notice of Charge generated by a Silent enforcement System, namely a CCTV postal notification with the address of owner supplied by either the DVLA regional or main database OR whats called an ATM, that would be an Associated Trade Member of the DVLA no other attempt is made to trace the owner even though you have moved house or changed you car or in my case a log book has gone missing in the post and the associated member did not duly return my updated notice of none receipt of application to change, either the 'typo' on the name or the new address to the DVLA Swansea.
    So if they supply the non updated address of anyone who is still waiting for their log book to come back in the post and the Trade Member has not paid DVLA for updates immediatly the 6 months probationary period is completed then we are all in a position of never seeing a PCN, NtoO, or the intent to charge notice because it all goes to the previous address and the Authority will stick by its trace methods stating the date of the trace of owner and that it is a dispute with DVLA, so take it up with DVLA is all they would comment on my 1st stage complaint reply.
    The first you will know that you home and posessions are under threat is when you find a pack of agents outside your door threatening to lift your car and take your tv, whatch and wifes jewellery, and all the time the Execution of Warrant is in play and your having a stroke trying to contact someone, anyone, to find out what is going on, and all the time the charge is doubling, finally you get a reply and file your OUT OF TIME WITMNESS STATEMENT but until you hear from the Bailliffs that they have received the file in their office by post(2nd class) as in my case they can still drop further charges in your mail box increasing the fees still further.
    Then it hits you this stress could get to you and you pay up but if you do not the phsycological pressure is increased because any assurance from the authority is incapable of being offered because its in the post (2nd class post)which we all know takes 3 days there and 3 days back including the weekend thats eight days, and two more windows of oppurtunity appear to apply the Execute of Warrant and the charges go up still further.
    I notice however that the courts deem a notice of appeal to be in force 2 days after posted and that also applies to the Warrant of Execution and a statutory statement but does not state what type of post 1st or 2nd, does anyone feel that the tatics empolyed by Local Authorities to apply pressure in this way especially in view of the ammount it is now costing us to employ these council demigods is totally out of sync with what is happening in this country today, a half a million a year just to employ 12 department heads in guaranteed positions, I am just not sure anymore.
