My name is registered with wrong surname. Newlyn Enforcement

Hi Everyone,

I live in midlands and always have. However, my name is registered to a property in Manchester with correct first name but a different surname. I have contacted council various times to say that it is incorrect but they keep passing me to newlyn and newlyn is saying that as long as any part of your name is on the enforcement you have to payup.

i m really panicking about this who issue. The debt seems to be from 2021/2022 and it is 1800. The letter i received today says Control of Goods. Client: Manchester city council Arrears of Council Tax. Delivered by Hand.

I have moved my car but i have kids in the house and worried they might harass Infront of kids.

Any help will be appreciated.

May i ask is the debt yours but the got the name wrong?or have you changed name after living at the Manchester address and the debt is yours?

When you say a different name do you mean there's a small spelling error but it is recognisably your name, or is it a wholly different name?

A minor spelling error is not significant and doesn't relieve you of your liability for the debt if it is your debt.

I don't know what Newlyn mean by "as long as any part of your name is on the enforcement you have to payup" as clearly it isn't true that if, say, the debt is in the name of someone whose first name is Rachel they can simply find anyone else called Rachel and recover from them. They must have some other reason to link you to the debt.

If it is wholly different name is it one you once known by?

Is the Manchester property one where you lived in 2021/22?

Sorry its my first time on this forum. Still trying to find my way around.
I am paying midland council since 2018 under name john smith but Manchester council has sent me a council bill (2021/2022) year under john smith brown. so first and second name is mine but they have added a 3rd name. I am always known by my name as on passport, banks and card.

I first found out about it after receiving letter from manchester council last year 2025. I have since contacted Manchester council and Newlyn Enforcement to tell them they have wrong person and wrong name but nothing has happened since then and now they have pumped up the messages and phone calls asking to pay or we will take your goods. I got one today saying your enforcement time has expired and we will now take your goods and to contact them.

Just to be clear.

I note you said in post 1 that you have always lived in the midlands.

I assume therefore you have no actual connection to the property in question and that this is a case of mistaken identity?

It might be worth making a subject access request to both organisations to find out what information they have about you and how they have made a connection between you and a person with a similar name. Also worth looking at your credit file to see if a CCJ has been granted against you.

Have you ever had any connection to the Manchester property as owner tenant or occupier?

Never been owner or occupier. Since i received first letter from Manchester council demanding the CT. I rang them and explain everything and even told them that i can send the copy of CT which i have been paying to Midland council. They asked me to go online and write on contact form. I have done over 3 times with no reply so i left it. I have been checking my credit file with clearscore and nothing showing up so far.
