Newlyn Baliffs letter from PCN I appealed

Hi

So I've received a letter from baliffs regarding a PCN I've appealed when I had first received the ticket on my vehicle.

I am filing a TE9 and TE7 form atm,

Shall I tick the 'I made representations about the penalty charge to the enforcing authority concerned within 28 days of the service of the Notice to Owner, but did not receive a rejection notice.' or the I didn't receive Notice to Owner box.

Just wanted to make sure as I didn't appeal after receiving the notice to owner as I didn't receive one but i appealed when i had got the ticket on my vehicle.

Sounds like a silly question as it clearly says Notice to owner lol but I'd like to make sure
