Old Council tax

I have had a letter from CEDAR agent. Its regarding council tax arrears from a property i lived in 1996.
I was declared bankrupt in 2003. When they 1st got in touch in 2012 I told them about bankruptcy and they then came after my wife.
To cut the story short by that time due to bullying of Newlyn bailiffs i had paid some money. Somehow they then went quite.
Now again cedar started correspondence and I again told them about bankruptcy same again now they wrote to my wife and they want £574.00 whereas tje original balance is 264.
My wife is housewife with no income of her own.
please advise how to go about this problem
