Hi guys, I used you before many moons ago and I was hoping you could give me a clear answer on this.
So basically have had a visit from bailiff for council tax arrears....this is for various reasons that aren't really important I guess. (unless they are!)
But he is insisting that I have to pay by phone, direct to him, or he won't authorize the payment plan, even though he has provisionally agreed to this plan via message.
(Also the letter he delievered expressly made a point of their "payportal" where you can just pay online, and I am kind of kicking myself that I just didn't make the first payment online earlier and then tell him about it, I feel this might have gone differently.)
This is problematic for a couple of reasons, the only working bank card we have is in my partners name, so clearly I can't do this with his card over the phone, and also my partner works in a job where he is literally uncontacable for large parts of the day, and will not get home till 8ish, but the bailiff is saying this is not an acceptable time to call.
The hugely frustrating thing is that we have money to pay, can agree healthy installments, could have paid 3 days ago when he knocked on the door (and have told him all of this)....but he is saying that unless we call and pay through him he will not agree to the payment plan.
Is this legal?
My partner could literally log in to the website this evening, and pay the first installment, and we could then agree payments going forward (we might be able to pay an even bigger chunk next month which would clear loads of it) instead the guy is hassling me to get it sorted via him, and threatening returning, even though I have clearly stated we can pay, and we could just bloody pay online and have had it sorted by now.
I'm not sure where we stand on this, I have made repeated offers to pay via the pay portal on their site, but he is insisting we call him direct, surely this isn't right?
I've been very careful to word everything in such a way that it is clear we are offering to pay an agreed amount immediately.
And I kind of thought if I pay online anyway and have a message of him provisionally agreeing to the payment plan, it would stand up legally that I had made attempts to pay?

It's really stressing me out, and I feel like I'm missing something really obvious.
