Firstly, each of these PCN's is addressed to your father and it is his responsibility to pay. The normal route to dispute this would be for YOUR FATHER to submit a staggering 80 Out of Time Statutory Declarations to the Traffic Enforcement Centre.

The grounds for submitting the applications would be simply that he had been living in Pakistan for the past 3 years and accordingly, had not received any of the correspondence. Whether or not he should even bother undertaking such a task is depending on the vehicle itself. The enforcement company would be seeking to take control of the vehicle involved in each of the contraventions. With this is mind, how much roughly is the vehicle worth?
Thank you for your advice! The vehicle is only worth around £400, so this would not be the biggest loss in the world.

If the PCNs remain unpaid or your father does not successfully contest them, MCC will likely issue a county court claim against your father which can result in a County Court Judgment against him. That can result in enforcement action which is why the vehicle is at risk of being seized and sold to pay any debt.

You should also be aware that any assets your father has in the UK could be affected so if he owns a property, MCC could apply for a charging order against it, if the debt is over £5000, which it could be for 80 PCNs, he could also be made bankrupt.

A CCJ would also appear on his credit record for six years and would affect his ability to obtain credit in the UK or rent a property if he returns to the UK.
