    What is a "Fit & Proper person"?

    The law says in Order to Hold a certificate you Have to be a "Fit & Proper Person" With NO criminal of debt record am I correct? So If a Enforcement Agent holds a certificate having been convicted for counterfeiting DVD & Video to defraud the public would he be entitled to a certificate? How long does a Fraud conviction stay on your record?

          Just google spent convictions. However some things stay on an enhanced CRB even when spent.
