    The above case is quite interesting. The original case was a gypsy family's son aged just under 5 years old with Down's Syndrome and whether the services that a child in need is provided with is portable ie he goes out of the county for 6 months of the years.
    The argument was in relation to s.17 Provision of services for Children in need, their families and others with s.27 which relates to cooperation between authorities. Furthermore this relates specifically to England and Wales law. The local authority tried to argue cost yet the legislation does not give in to cost but focuses on the needs of the child.

    Worcester's appeal failed.
