ArcEurope Threatening Letter (Debt Collectors?)

Hi all,

As the title states wonder if anyone can help, I will attach a letter I've received from ArcEurope claiming they are debt collectors, Just wondered if anyone could help and give me some advice on what to do next as I am really not financially fit at all to be paying anything back.

Are they legit ?

Any advice or help would be appreciated.
