    Hi,
    I moved house nearly 3 years ago and have had a some letters passed on to me from CEL which were delivered to my old address. The first telling me I had a ticket and £60 to pay, the next that the charge was £100 and the final one, as above, that the 'Outstanding Debt' was now £140. I realise that I haven't changed my address on my Reg Doc with DVLA, this accounts for it going to the old address. I have read a lot of advise but am wanting this off my back and am thinking of offering them the original £60 which I would have paid had I received it initially. This was for a 12 minute overstay in B&Q Barrow in Furness.

    I would really appreciate your advice, I'm newly retired on basic pension and paying any of this is a hardship.
