N316 to enforce CCJ - Idk debtor's addres but do know where he can be found

Hello, and thanks ahead to anyone who can help with this query. My friend has a CCJ against a former tenant, but doesn't know where he currently lives, but she does know where he hangs out so she thinks it would be quite easy to locate him to serve him with papers, so my question is can she apply for an Order to Obtain Information using form N316, without stating the debtor's address? Many thanks
