Barnet PCN received with £0.00 charge- do i contact Barnet? or just leave it?

Hope i can get some advice on what to do with this..any ideas?

I am no expert in council stuff though.

And delay sending as long as possible so they can't issue an amended PCN within the time limits

PCN issued by CCTV under the Traffic Management Act 2008. This PCN must be served by the council no later than 28 days commencing with the date that the alleged contravention took place.

Send them a cheque for £0.00 Otherwise they can't do a reconciliation and will continue to claim. But delaying it as above.
