Bailiff letter demand money

Got a letter from bristow and sutor demanding payment ,which im currently paying direct to the council since last 18months. Called the council they cant explained whats happened,They said there a L/O since 20/6/2013 ,some 2 years 8 mths old,why wait til now to serve it?
Been on Payment plan with council paid every month without fail,Email council 1 month ago for an explanation,,,NO REPLY...but still making payments regardless....ANY ADVISE PLEASE.

Send them a "Refer back to your principal" letter.
