They are covered by the 2014 Act, and the Gambling Commission does regulate 'remote gambling' abroad by issuing licences, but it's still very difficult to regulate them.

They have the power to do something especially if it affects vulnerable people. They won't listen to consumer complaints and act on them but if they find anything untoward with the company they will look into it and issue fines, perhaps revoke their licence as they have a statutory (legal) duty to regulate, it would seem.

Gambling is a real problem nowadays - it's like a ilness. Dude, just ignore them, many gambling sites are not official and if they gave you to play in debt it is their problem. You can judge them and say that you didn't play, but money from the deposit has gone. If a casino doesn't have a license they will give you back the money, because they are scared of courts.
