I have received a letter from Cabot financial stating that i owe over £4000 from a Northern Rock loan. The loan in question was paid off in 2006 but the credit agreement i requested from them says i took the loan out in 2010, it,s also in my previous name as i had since got married. It looks like a photocopy to me but has my old signature on it..How have they done this and is it fraud.

One would expect photocopy of the agreement, they would not send the original.
Does this debt show on your credit files? You can check Noddle online Free.
Can you please let us see the agreement post here after removing all personal information.
