Notice of enforcement - son is student 26 years-

Hi ,My son , a full time student , living a flat away from home received a notice of enforcement today of £662.06 plus £75 compliance from Equita for nonpayment of rates. He lived in a flat in Birmingham for 6 months from 28 th Dec - 28 th Jun . The rates being payable to Birmingham City council . Students I thought were exempt from council tax . Please advise . He didn't receive letters about the court case as he had left the flat and moved home . He doesn't want a judgement on his finance record . What's the best course of action? Thank you
