Hello everyone advice for backdated ESA being kept

I made a claim for ESA last may and up until last week I was getting £71.odds a wk. How ever last week I was put into the support group with money back dated to August 2013. I have in curd debts while waiting on the outcome. Debts for Council rent & taxes, utility bills and debt collectors bill.
Can DWP keep backdated monies from ESA to repay an overpayment of carers allowance pre 2007. An agreement was already in place for the overpayment, DWP takes £8.00 monthly from my benefit.
