i am paying off my debt but am still being harrassed and given extra charges... How do i deal with these relentless bullies?????

Do you owe council tax?
Are you paying the council or a DCA?

i'll try to summerise this and make it as clear as possible to understand.
it may get complicated....
Back in 2011, my partner, after months of unemployment, found a job.
As you do, we followed procedures and took all recent and relevent documents that we had at that immediate time- this took a few weeks as they wanted to see his first few wage slips, and they seemed to be struggling to recall documents i had,had photocopied on previous visits.
anyway, after a lot of kurfuffle, it seemed the issue was sorted- as each time i visited or cal;led the council office, i was told that what they can see from the computer system, is that ive handed in all that i need to, and i should wait for it to be all processed. i was told this AT LEAST 5 times by individuals working for the council.a few moonths passed, and i admit i did recieve letters saying i owed money but when i called up they said that the council tax has been paid for. A few months after THAT, they then wrote to me saying that at the start of my tenancy, they did not receive a photocopy of my sons birth certificate and another wage slip, and saying that is what has caused an 'overpayment', in which they need to reclaim.
The story does not end here....
After a load of battling/investigating ect, they finally sent me a lletter with a barcode on it, by which you can take to a PayPoint shop, and pay. They demanded the full amount at once, but i could not afford that. So i decided to pay £10 every friday towards it. ive stuck to it 98%, only when i need extra cash for more important things like food/travelfare ect
for a while,i did not recieve any letters of complaint, so assumed the issue had been resolved! No! I only got a letter in the post from NEWLYN plc debt collectors, claiming that if i dont pay up, they will add court costs ect. Its now got to the point where they are threatening to seize my goods!!!! and im paying towrdas it every friday!! what makes it worse, every time they send me a letter, its obvious by the amount that its being paid, as the amount has gone down- yet know they are adding charges it keeps going up and down. For example say i owed £900. ive paid £10 p/wk and got it down to £750. if they add £40 to the debt for court costs, my £10 every friday is worthless1 knowing i probly cant exceed that. Ive tried calling them- spoke to one guy at newlyn- very rude and uncompromising. Spoke to my old council (ive moved since)- they just say speak to newlyn!
I still continue to pay and resolve this via email...

Your old council sounds as if it couldn't organise a booze-up in a brewery. You need to ask them under what authority Newlyn are acting. I doubt very much they could obtain a Liability Order for benefit recovery as benefits are subject to completely different laws from Council Tax. It is no good the old council telling you to deal with Newylns. Are they claiming to not possess documents that you know that you have given them?
If so, then they have obviously lost them, which would be an offence under the Data Protection Act 1998. It's a side issue, but a useful stick to beat them with.

Just remember where the money comes from to pay those fines - the CT we all pay.
It is time for ALL of us to start kicking councillors' shins and backsides to do the job they are elected to do and keep council officers, council employees and contractors in line and hold them to account.Life is a journey on which we all travel, sometimes together, but never alone.
