hi newbie need advice had a fine for no tv licence fine was passed to philips bailiffs fine is paid do i need to pay there fees thanks in advance

Was the fine paid before Philips became involved? If so, speak to the HMCTS Enforcement Manager at the court that imposed the fine. Make sure HMCTS haven't slipped up or Philips aren't trying to pull a fast one.

no philips were involved before fine was paid paid philips in installments they paid the fine to court but are chasing me for fees

You will be liable for fees, but you need to make sure these are accurate. Ask for a breakdown by sending Letter 1 from here:
