You tend to find that a lot of them have come from dysfunctional families where domestic violence was rife. There is a cycle of violence in that the child grows up in the belief that they can achieve anything by use of threats and/or violence. If that cycle can be broken, children from such families can grow up into well-rounded and responsible members of society. oh yes, and a lot of certificate bailiffs have CRO numbers (CRO = Criminal Records Office, not to be confused with the CRB [Criminal Records Bureau] which is an entirely separate office and function).
