Thought I'd post here first as I'm a newbie..

Does anyone know if I can claim late payments fees from Black Horse? It is a HP agreement.
If so, do I use a bank reclaim letter or a totally different one?

Being as you have already recovered a sum from Barclaycard who can be hard to deal with you have already shown the reclaim skills needed so well done with that one.

Black House is a subsidiary of LloydsTSB so yes the structure is much the same so follow the claim you did with Barclaycard.

Would this be classed as a bank charges reclaim..which I thought was on hold or classed as creditcard reclaim?

You are reclaiming late fees on a loan yes ? blackhouse tells me maybe a car loan ?

So it is neither so the fees are recoverable.
