Apologies for the random legal question, but I’m asking for some advice on behalf of someone I know.
During a dispute over a back-garden fence, their next-door neighbour told them to "go back to where they came from". Could this be reported to the police as a racially aggravated offence? And if so, is it possible for the police to refuse to investigate it?
