If somebody has received lots of abusive emails (malicious communication) to themselves and also sent to their friends and work colleagues, is it reasonable that the local police claim that they cannot trace any of the emails? I do not understand how the police can claim that they cannot trace the malicious communication email when all you hear about is dozens of people being arrested each day for malicious communication.

The police is what it is. It's not what it should be. You need to do quite a lot of work to get them involved. Provide evidence,
a summary, times dates etc. Then if they still aren't 'engaged' in resolving your case, lodge a complaint. You need to be
persistent.
