In 2000 a local authority was issued legal papers, from solicitors representing a nine man group action claim. The nine men all claimed to have been raped and abused years earlier in a children’s home run by the authority.
The authority denied negligence and a hearing was set for 29th November 2006 at the High Court. The authority joined one of alleged abusers as a Part Twenty Defendant, as he was named as a rapist in four of the nine claimants claims.
On 24th November 2006 the Part Twenty Defendant and his barrister met with the authority’s insurance companies’ barrister. By the end of the day the barristers had agreed to enter into a £90k Non-Disclosure Agreement, on behalf of their respective clients.
The following are the major terms of the NDA:
On 29th just before the hearing at the High Court the authority agreed to settle the case, paying the nine men £300k in compensation + their legal fees. The media reported the case and referred to the beneficiary of the NDA as; “A man that cannot be named for legal reasons”
Since entering into the 24/06/2006 agreement, the authority has settled 26 negligence claims relating to child abuse at the same children’s home. At least 13 of the 26 claims have name the Part Twenty Defendant as having raped them.
In 2023 I visited the authority and met with the Monitoring Officer & The Head of Law & Governance who claimed the beneficiary of the NDA only ever paid £90k. The lawyers showed me a perverted copy of the agreement with the numbers for the legal costs removed. The lawyers also told numerous lies attempting to protect the authority’s position, the Head of Law & Governance actually introduced herself using a fake name.
Fortunately, I covertly recorded the 24 minute meeting.
I am currently the Claimant V The Authority in a High Court judicial review where the fake NDA is Exhibit 11.
Whilst I have had x2 motions held atI am a (LIP) litigant in person
There are 42 councillors at this authority, there have been x2 motions that personally named me in thje motion in which all 42 councillors voted unanimously to support my campaign for a public inquiry into this affair. The unanimous vote to support me was on both occasions; 25th September 2024 & 17th July 2025
I find myself in a peculiar and possibly unique position.
I am currently waiting for a hearing date to be issued at the High Court. I had a legal company who pledged a Pro Bono barrister to attend the High court but today I discovered it is a scam.
I have spent £120k on this investigation and I expect to win the case hands down with the support of the councillors and more importantly expose the NDA.
I am 68 years young, half of the boys from the home are already dead. My campaign is 0% related to exposing the abuse of children that happened many years ago. Rather, my campaign is 100% related to the exposing the cover up of child abuse, by local and national UK government.
Any help appreciated, if there are two or three serious legal people who wish to discuss this matter in a serious fashion, I would prefer a private rather than a public group.

- The part twenty defendant shall pay the sum of £90,000
- The part twenty defendant to pay the legal costs of 4 of the claimants

- Part twenty defendant to be discharged from any further liability.
