I have received a parking fine from PCM which I have appealed and they say it is still payable. It was for a member of staff who went to a customer but he has an issue trying to pay for parking. He therefore phone head office and it was paid for remotely immediately. He arrive at 9.11am and left at 12.13pm according to their ANPR. He called the office at 9.32 and the parking as per the PCM receipt shows parking paid for from 9.33am to 1.33 pm. The issue appears to be the time it took to make the payment for parking. They say they allow 10 minutes. Parking was paid albeit after 20 minutes not 10 minutes due to problems trying to pay, and parking was paid for a 4 hour period, so covers his total time on site of 3 hours and 2 minutes with 58 minutes to spare. What can be done and if it still has to be paid surely the £17.50 that was paid for the time period has to be refunded or deducted from the fine or keep the £17.50 and they void the find?
