A store buys 20 units of an item. 12 are scanned as sold. A stock take shows 4 on the shelf. How many are not accounted for?

You've been watching too many police drama TV series. They don't spend time 'building a case' against someone who steals a bit of fruit and a cake. They either see him do it and stop him straight away or they didn't see him and don't know he's done it.

If, bizarrely, they were "building a case" then if he doesn't steal again they won't have a case to build.

Do supermarkets work together with other supermarkets to identify someone?

I do not think that PallasAthena or I know what supermarkets do, but an internet search gives some clues.

Can I suggest that you discuss with your brother what his plans are in life, and how these will be affected by the acquisition of a criminal record. Get him to stop right now.
