PDI Franchise problem

My brother has a PDI franchise on a monthly contract but they haven't given him his 20% lessons supervision. Last week there was an incident and a member of the public made a complaint, they haven't let him see the complaint and aren't being supportive, if he changes to another franchise can he take his students with him?

Obviously this will depend on the terms of the franchise documents. I would expect these to contain clear restrictions precluding this, but check the agreements very carefully.
