My wife has received a PCN at the hands of Civil Enforcement Ltd a few days ago.
She parked for less than two hours in a car park that was free for less than two hours.
However, she didn't read the signage properly and inserted her number plate on arrival rather than upon exiting as the terms stipulated she should have. The machine accepted £1, which she has proof of.
Despite staying for less than 2 hours and paying £1 when the parking should have been free, they are claiming £100 (reduced to £60 if paid within 14 days).
Are there any grounds to challenge this? The details on the NTK seem fine (except that they omit her surname) and it was issued within 14 days. Is an appeal likely to be successful either with CEL or POPLA? We would prefer not to bother with the time, cost and effort of writing a defence / attending court if it should go that far.
