My local authority wants me to enter into an agreement to fulfil certain obligations as a resident in my property (paying a licence fee and performing maintenance of certain street furniture) that does not specify the duration of those obligations. The information pack provided with the agreement refers to these obligations as "long-term commitments and costs" but, again, does not state when they would cease.
I pointed out this defect in the agreement and proposed the inclusion of "as long as the Resident remains resident in the Resident's Property", but the local authority declined to alter the agreement on the grounds that it had already "been through" its legal team and signed by other relevant residents. However, it has reassured me, by email, that my obligations under the agreement will end when I cease to occupy the property.
Is it safe to sign this defective agreement, or should I refuse to do so?
