Once a cheque has been signed and handed over, a legally binding contract is entered, and the payer must honour the debt. Also, a verbal contract can be considered legally binding if the court accepts it has the evidence

Why you can't find the act on legislation.gov.uk I cannot imagine. Search under that name and it appears immediately. As it only has 4 sections it will quickly be obvious that the wording you quote is not in the Act.
