Can a litigant friend fill the N244 for the claimant

Do you mean filling it in - as in drafting it for the applicant - or filing it with the court?

Anyone can help the claimant draft the application form but the claimant needs to file the application as 'Claimant' or 'Defendant' and sign it as the Applicant. Unless the applicant is a child or 'protected party' because of lack of mental capacity.
