QUESTION: Is there a time limit to locate ,read,and understand parking signage. I have read that it may be five minutes. If less than five minutes can you be prosecuted ?.

If this concerns a private parking company they are not fines, but invoices for a parking charge.
Prosecution is not a possibility, altho' they may eventually initiate a claim against you in the county court
Regarding your question, there are two organisations to which parking companies belong
One is British Parking Association (BPA) whose operator code of conduct states (sec 13.1) they must allow a consideration period of "e a minimum of 5 minutes."
The other is International Parking Community (IPC) whose code of practice states (sec 13..1) "1 Motorists must be allowed a sufficient Consideration Period so they may make an informed decision as to whether or not to enter or remain on the Private Land." It does not define "sufficient".
