It's just BT being BT, write a Formal Letter of Complaint, send it to the CEO,
Explain what they did, explain what they should of done (give your latest neighbour as an example), explain what you want them to do. Tell them you are happy to get an Independent Report from an expert if needed, that you will make complaints to the Services Ombudsman and take any other action you deem necessary.
