Fixed Pentaly Notice/Drinking

Hi

I got caught today for drinking on the street by Harrow council - Environment Enforce Officer.

Wrong I know.

I was given a 100 pound notice and a letter due by post.

How do I get away with not paying?

I think there are financial difficulty measures but I doubt I qualify for that but still £100 a lot of money to part with in the situation I am in.
Any ideas?

If there is any chance of an appeal it will be on the ticket detailing the offence if you were not given one it will come in the post highly unlikely you can get off
