    Iam 71. I was living in a small flat in Belfast but moved back to England and rented out the apartment. I was retired but I contacted HMRC and started paying tax . Then after one year they gave me another UTR. Now I had two UTR numbers. Since then (over two years) they have : Sent me tax demands, Each time I rang them up explain the two UTR's nos predicament. They confirm and say don't worry ignore the demands ..they will send me a 'Merged' number . This has not happened despite me ringing each time I have a new demand..the elevated it a debt collection agency.I sent a complaint letter to HMRC. I have had yet another threatening letter about court action but no 'Merged' UTR. The debt collection agency have put my case on hold but only until about 31 July 2023. This has put my life on hold and caused such uncertainty and anxiety I I feel I cant get on with my life normally. I am considering selling that flat in order to stop that income and get back to being a 'retired' state. Should or could I sue the HMRC for..negligence and Or Harassment?

    It sounds like a nightmare for you. It's so time-consuming dealing with stuff like this.

    Did you follow the formal complaints procedure set out on this HMRC page?

    Complain about HMRC - GOV.UK (www.gov.uk)

    If the 'first tier' review of your complaint is unacceptable you can take it on to a 'second-tier' review and ultimately to an independnent Adjudicator.

    You are far more likely to get this resolved by working through the steps of their complaints procedure than you are by starting legal action. I am not a lawyer but I would be very surprised if you could sue HMRC for negligence or harassment over this.
