If the Judge has misinformed himself of the evidence presented, this caused a wrong verdict of law, can this be appealed

I would like to thank ECHAT11, PALLATHASENA and ATTICAS for responding to the post.
I do have another question related to the Housing Act 2004, I have what has been labelled as an (HMO) house in multiple occupation by the local Authority, there are two units of living accommodation, each unit has two bedrooms, lounge, toilet, cooking and personal washing facilities, the first unit is of single occupancy and the second unit has four persons all related to each other forming a single household.
Section 254(2) HA 2004 states:- the HMO would require licensing if the unit of living accommodation is occupied by five or more persons in two or more households who share one or more of the three basic amenities (toilet, personal washing and cooking facilities).
The total number of occupants is five, who share two toilets, two kitchens and two shower, that equates to 2.5 persons share one each of the three basic amenities and would not require licensing.
I would some opinion please
