Parking Notice- Have I Misunderstood

Hi, I received a parking notice. Due to the postage strikes I received it more than 14 days after the alleged parking issue. They didn't put anything on my car but sent a letter in the post. I appealed as I believe it isn't enforceable as I received it more than 14 days later. That is what I understood from the Protection of Freedoms Act 2012. They rejected my appeal. I rang (withheld my number) and they were very rude. They said that as the letter was dated within 14 days that it didn't matter that I didn't receive it within 14 days. They told me to appeal to Popla but said they'd done everything right so implied I'd lose. Are they trying it on?

It depends on when that notice is dated.
Delivery by post is assumed to be on the second working day after the day on which it is posted (unless you can PROVE the contrary!)

Have you checked for other failures?
