Refund a client to end the nightmare

I sold a website to a customer in January 2022. Since then, he has become the biggest nightmare. Scope creap, threats of legal action, bullying tactics to get their desired outcome.

I want to refund his deposit and tell him to go elsewhere but he threatened to sue me for compensation if I did this.

Can he do this?
