I need help to understand the HMO licencing requirements under section 254(2) of the Housing Act 2004. The requirement when a licence is required is when 2 or more households consisting of 5 or more persons share one or more of the 3 basic amenities: kitchen, toilet, bathroom.
If the house consists of 6 persons and they have collectively 3 toilets, 3 kitchen and 3 bathrooms, would a licence still be required.
