Hello again, so the 14 days are up on Wednesday. I messaged him to ask if he would be sending payment in the next couple of days, he replied with should be this week. This is just another attempt to not answer my question and give himself more time. I called citezens advice and they have said it won't look good if I don't send a 3rd letter giving him another 14 days before I start legal proceedings. I feel that this is ridiculous, since the 10th August I have asked him 4 times through messages for a refund and he had over a month to repair the car. He's had a letter to finnish repairs in 7 days which he failed to do, then a later rejecting the car and asking for refund within 14 days. I have screen shots of all the other messages that proves I have been reasonable and very patient and that I have tried my best to sort this out out of court. Please tell me I don't have to give him another 14 days to fob me off. Will the screen shots be enough to argue my case for not sending him an extra letter in the post? Thanks in advance.

Thanks for your replies. I did send one with recorded delivery and have proof it was signed for it also did state that I would be starting court proceedings if he does not pay by weds. In the screenshots, which I have printed off ready for court it proves that 4 times I have asked for a refund, and numerous times I had to chase him for updates on repairs. It also proves that 4 times he lied to me and said the car would be ready by a certain date, when that time came I had to message him and he would ignore me for days each time. Then he would give me another date and the same thing happened. So I honestly think I have enough to prove I've done everything I can and all he's done is lie ignore repeat.

Remember ever time you contact Citizen Advice you will speak to a different advisor. Some advisor's are more assertive then others and can see that you need to move the case on, others will see keep trying to seek resolution even though it's stalled some time ago.
