Received a PCN on the road where the driver has been a resident for over 30 years on the basis of contravention code 26 - "parked in a special enforcement area more than 50cm from the edge of the carriageway and not within a designated parking space". Some non-resident fool had parked across 2 parking spaces, one of which was the driver's. The pavement was to the left of this car. The driver parked to the right of this car temporarily - first checking with the neighbours that would be impacted, until the fool returned and moved their car. In that time, the fine was issued. Are there any grounds for appeal?
