Hello, an aged friend could not afford to exercise the right to buy her council home in Hereford some 20 years ago. This week she contacted Connexus because she now would like to buy it, but had the surprising news that it's no longer available to be bought. Does she have any recourse given that Connexus never advised her that her right to buy was about to lapse?

Was the information given in writing, or was it all in a telephone call?
Did they say why the right had lapsed?

Information all by telephone call. Right had lapsed because the bungalow was earmarked for older residents and there weren't enough of them in the area so they needed to retain this particular one.
Yes, I have previously read that info your linked to, thank you.
No advice was given en that the right to buy was about to lapse. Had they been advised they might have exercised that right.

Just so I do not mislead you, this is not my normal area and I am only telling you hoe=w I would approach the mattter.
I looked on the Connexus site, and thought it rather light on concrete facts.
So then looked at the relevant legislation (Housing Acts 2004 & 1985) together with some of the government guidelines and other HA websites.eg https://www.ownyourhome.gov.uk/scheme/right-to-buy/

It seems there are differences in the way the matter is handled.
Some housing can be designated as suitable for certain classes eg disabled or elderly and so may not be included in the scheme.
Some HAs allow the right to buy to be ported
I think there must be some regulations about this but I haven't been able to track them down
