It would certainly have to be declared and this may put people off buying the property - it would me!

Problem, besides the fact that the responsibility is supposed to be shared, is that it sets a precedent that the neighbours can do whatever they want and expect me to put up with it.

Without an invoice you cannot calculate your share or have any way of calculating your neighbours share.
I think it is up to the tradesman to issue an invoice to the person who engaged him, and for that person to collect from those who should contribute.
