Should we assume this is a shared water supply off the main.
If so the cost is normally to be shared by all who are affected.
So in a row of 6 houses, if the leak is on the third property along owners of houses 3,4,5 & 6 share the cost of repair, but if the leak is on the 6th property that owner bears the cost.

Don't be coy about giving full details

Would it be best to send the tradesman a cheque for my share of the cost, (although no actual bill has been issued) with a letter saying this is my share of the cost you mentioned on the telephone? (For the work on the shared utility). (The work was done about 5 months ago)...

As a matter of interest how much is the bill and how many neighbours to split it between?
Sometimes we can get hung up over principles which aren't worth standing on.

Pay it all despite it being a shared utlity? Pay just my share and send letter saying that? No written bill has been issued.

Problem, besides the fact that the responsibility is supposed to be shared, is that it sets a precedent that the neighbours can do whatever they want and expect me to put up with it.

Without an invoice you cannot calculate your share or have any way of calculating your neighbours share.

I think it is up to the tradesman to issue an invoice to the person who engaged him, and for that person to collect from those who should contribute.

I can't get a bad credit record then - because there has been no written bill issued to me - or to anyone, as far as I know?
