I have received a PCN from Highview Parking, Watford Waterfields.
I have read previous posts and am hopeful that I might be successful in appealing this via Ostell’s template however I would appreciate a little additional guidance on a couple of factors in this case:
My main question is, to appeal this, should I continue with the failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 template or use a tailored version?
Additionally, do I need wait until the PCN is re-issued (presumably to me) before appealing? The paperwork states you have 28 days to appeal however I haven’t been made aware of the PCN until well past this deadline.

- The car is leased therefore I am not the registered owner or keeper, solely the ‘hirer’. All comms that were allegedly sent went to the lease company. As hirer, I only received notification of the PCN (3rd reminder) on 1 February despite the breach supposedly taking place on 5 December. The lease company have ‘made representation to the parking operator advising that the vehicle is in my possession’ and the online portal now says that the PCN has been re-issued/liability transferred.
- The images/alleged proof of overstaying. All of my own redactions to the paperwork have been in blue. Is is commonplace to include blacked out images such as these on the paperwork? I’m struggling to understand how this can be identifying.*
