With no answer to Ante Litem How do I get discovery?

I believe that my Pest Control Company allowed law enforcement to enter my house by allowing them to use their company truck. I believe the person that came in my house was the Police Chief but I am not sure although I have this person on video. I have visited the Company and they insist that it is their employee. They wouldnt let me speak with this person and have cancelled my account with them. They are hiding something. So I served them and the City of Barnesville an Ante Litem listing my accusations and stated that if I received no reply within 30 days I would assume that my claims are true and correct. I received no reply from the Company however the City replied with a denial stating they weren't properly served thus denying the whole claim,. Now that the pest control has failed to reply, How do I get the discovery of who it actually is, thus being able to determine if I have a 1983 case before the 6 months limit notice expires?
