Order for recovery of unpaid pcn

Hi, I am sending this on behalf of a friend. They were sent a PCN through the post for parking illegally, when they wasn't. Appealed twice with photo's but London Borough of Havering haven't acknowledged them. They were sent by recorded delivery and were signed for. Now an Order for recovery of unpaid PCN has been issued, with a witness statement to be filled in. Would you be able to advise how to continue with this please?

Fill in the witness statement on the grounds that :
You made representations to the enforcement authority concerned but did not receive a Notice of Rejection from that authority

Make sure you return it within 21 days of the OfR.
